Staten Island is a through route for freight that never stops on the island. The Staten Island Expressway carries tractor trailers between the Verrazzano-Narrows Bridge and the Goethals Bridge, and the West Shore Expressway sends them south to the Outerbridge Crossing, so the borough absorbs through traffic on top of its own. On the west shore, container chassis from the Howland Hook terminal, now run as Global Container Terminal, climb onto Richmond Terrace and Forest Avenue, and the Bayonne Bridge approach adds another stream of rigs into Port Richmond.
Inland, the trouble is scale. Victory Boulevard, Richmond Avenue and Arthur Kill Road predate the trucks that use them, and the industrial blocks of Travis beside the old Fresh Kills landfill send dump trucks and trailers through residential streets with narrow shoulders and short sight lines. On the Expressway, the short merges near Clove Road produce the sideswipe and rear end crashes that fill the 122nd Precinct's reports, and the downgrade toward the bridge tests a rig's brakes.
The reasons are familiar: a driver over his hours, brakes out of adjustment, an overweight container, a dispatcher pushing a late delivery. The evidence for each lives on the carrier's servers, and the carrier controls it until a lawyer demands otherwise.
The most serious Staten Island truck injuries go to Staten Island University Hospital's north campus in Ocean Breeze, the borough's Level I trauma center; Richmond University Medical Center in West Brighton takes many North Shore crashes. If released at the scene, see a doctor within a day or two.

The Federal Motor Carrier Safety Regulations govern driving hours, electronic logs, drug and alcohol testing, hiring and inspection, and a violation is strong evidence of carelessness. Beyond the driver, responsibility can reach the motor carrier, the owner of a leased chassis or trailer, the terminal or shipper that loaded the container and a maintenance contractor.
No fault pays the early bills: the coverage on the vehicle you occupied, or on the truck if you were a pedestrian or cyclist, pays treatment and part of your lost wages up to the Insurance Law 5102 limit; file the application within 30 days, and Insurance Law 5106 requires payment within 30 days of proof. A pain and suffering claim against the carrier depends on a serious injury under Insurance Law 5102(d), which Insurance Law 5104 makes a precondition to suit; truck injuries usually meet it. Your own fault trims the recovery under CPLR 1411, and for lawsuits filed on or after May 26, 2026, fault greater than the other side's combined fault can bar it outright. Suit is filed in the Supreme Court, Richmond County, at 26 Central Avenue in St. George within three years of the crash under CPLR 214, and a wrongful death claim within two years under EPTL 5-4.1. For a Department of Sanitation truck or a New York City Transit bus, General Municipal Law 50-e demands a notice of claim inside 90 days.
